3 Sides to Every Story: A Profile of Muslim Communities in the Refugee Camps on the Thailand Burma border
There are significant Muslim communities in three of the border camps and this study considers how their particular community structures and faith affect their roles, needs and aspirations. The conclusions will be used to ensure that the TBC programme reflects sensitivities to their practices and preferences and will serve as a guide to similarly inform other service sectors.

The CAN (Community Agriculture and Nutrition) Project Handbook presents a summary of simple adaptations of ideas on sustainable agriculture for refugees and internally displaced people along the Thailand-Burma border who are constrained in their agricultural practices due to limited access to land, water and other resources. Basic nutrition topics are also covered in the last two chapters of the handbook. Nine Thousand Nights: Refugees from Burma. A People’s Scrapbook. This unique publication, ‘authored’ by hundreds of people, collects together a rich array of insights, memories and images to provide a deeply human and intimate portrayal of the life and experiences of refugees from Burma over a quarter of a century. Many individual stories here may move, outrage, enlighten or surprise the reader - collectively, the perspectives of so many contributors come together to provide a rare ‘peoples’ glimpse into an extraordinary place and a period of history that will one day pass and be gone.

Between Worlds: Twenty Years on the Border (Zipped PDF: 6.4Mb - 127 pages)
In 2004 TBBC published Between Worlds to mark the occasion of working on the border for 20 years. TBBC commissioned Sandy Barron to write the book, Masaru Gotu to take photographs of camp life and Diem Dangers to draw maps and graphics. Between Worlds provides a colourful history of TBBC’s work on the border and a commentary on the people and their lives as refugees.

23Mar12: A rapid environmental impact assessment (EIA) of TBBC’s programmes and activities was conducted by an external consultant in response to a request by one of its donor agencies, Swedish International Development Agency (Sida). The assessment was carried out in line with Sida’s Guidelines for the Review of EIA – Humanitarian Assistance. 25Jun08: A key TBBC Donor requested a summary of all the studies and evaluations carried out of TBBC. There have been 25 such evaluations/ studies since 1994 and this proved to be a very informative exercise demonstrating how TBBC has implemented almost all of the consultant’s recommendations and how this has helped TBBC to keep abreast of best practice and to develop as an organisation. Planning for the Future: The Impact of Resettlement on the Remaining Camp Population: Since 2005 the Royal Thai Government has invited Third Countries to resettle Burmese refugees from the camps along the border. Around 4,500 left in 2006 and up to 15,000 more are expected to depart in 2007. Numbers are likely to be even larger in 2008. In April 2007 CCSDPT commissioned a study of the impact of this resettlement on remaining camp services and management and the results have now been published in the consultants' report "Planning for the Future" Click here to download this 0.6Mb PDF file in English and click here to download the Burmese translation of the Executive Summary. With many of the most educated and capable refugees already leaving for resettlement there are enormous challenges to be faced to sustain services and camp administration, particularly in the health and education sectors. The consultants make recommendations to all stakeholders to address these.
Comprehensive Plan For Assistance to Burmese refugees for 2007/8: CCSDPT (Committee for the Coordination of Services to Displaced Persons in Thailand) and UNHCR recently published a Comprehensive Plan for Assistance to Burmese Refugees for 2007/8 and presented it to representatives of the National Security Council, Ministry of Interior, 18 Embassies and other Donors at a Donor Forum on 29 May 2007. The Comprehensive Plan is the result of a participatory process between NGOs and UNHCR, analysing trends and addressing gaps in refugee protection and services. It acknowledges significant policy concessions made by the Royal Thai Government during the last two years towards allowing refugees to be more self-reliant, but sets out the challenges faced in turning policy into action. Further detailed approvals are required from the RTG for projects to be implemented and the Donor community is urged to ensure the continuity of existing services whilst supporting new initiatives to move the policies forward.
CCSDPT/ UNHCR agencies currently spend around USD 60 million per annum and the new initiatives would add another 10% or so to these costs. TBBC's budget is currently around USD 33 million, just over 50% of the total.
CCSDPT and UNHCR continue to promote refugee self-reliance and bringing refugee camp services under the RTG system where possible. Although progress is being made, it remains incremental because refugees are still confined to the camps and there are limited resources available to support new initiatives.
During 2010 CCSDPT and UNHCR developed a “Strategic Framework for Durable Solutions” in which all programme directions for each of the humanitarian service sector were consistent with the goals of increasing self-reliance and gradually integrating refugee services within the Thai system. It is a requirement for all CCSDPT members to work within this framework and all programme proposals submitted to MOI for 2011 and 2012 were compliant with it. CCSDPT-UNHCR Strategic Framework October 2011. In May 2012, the Education Section of the Framework was updated.
During 2011, CCSDPT and UNHCR developed a tool to monitor progress towards the objectives of the CCSDPT-UNHCR Framework for Durable Solutions. This comprises a detailed matrix of activities within each sector and an overall narrative summary, the ‘Progress Analysis’. For 2011, each sector reported significant progress towards its objectives, however, limited progress towards the ultimate goals of refugee self-reliance and the integration of refugee services with those provided by the Royal Thai Government. Furthermore, most sectors report that further progress will be limited, and even undermined, without adequate resources to maintain basic services throughout this period of change and progress towards durable solutions for refugees currently living in camps.

Protection
31May12: The IRC-led Prevention of Sexual Abuse and Exploitation (PSAE) project was implemented in the Burmese refugee camps along the Thailand-Burma border from 2008 to 2010. The aim was to ensure that the 18 member agencies of the Coordinating Committee for Services to Displaced Persons in Thailand (CCSDPT) – the umbrella organisation of NGOs providing services to the Burmese refugee populations – understood their obligations to prevent and respond to incidents of sexual abuse and exploitation, that their staff and refugee partners were trained to be able to fulfil these obligations, and that awareness of SAE-related issues and CCSDPT agency obligations was mainstreamed within the refugee populations.
A 20-minute video entitled “To Serve with Pride - Zero Tolerance for Sexual Abuse and Exploitation” was produced by the Executive Committee on Humanitarian Affairs and Peace and Security (ECHA/ECPS) United Nations (UN) and Nongovernmental Organisation (NGO) Task Force on Protection from Sexual Exploitation and Abuse. For use in Burmese refugee camps in Thailand this video has now been dubbed into, and has subtitles in Burmese, Karen and Thai. CCSDPT has uploaded these videos to YouTube and they can be viewed and downloaded in English, Burmese, Karen and Thai.
