Eastern Burma Situation Update: July 2010

Southern Shan State – The Shan IDP camp committees report that militia groups are now forcibly conscripting male villagers in militia units in Mong Ton and Mong Hsat townships, and this is now a major cause of displacement. Relations between SSA-S and UWSA have stabilised for the moment, although SPDC have increased restrictions on movement for civilians in the border township of Mong Ton.

Karenni areas – The Karenni Social Welfare and Development Committee report that SPDC LIB#337 and a proxy group the KNSO held a meeting with villagers of Maw Chi area in Pasaung township on 13 July 2010 and ordered 30 villages along Taungoo – MawChi car road to relocate in order to secure the reconstruction of the road. Villagers are worried they will have to abandon their villages and paddy fields.

Karen State – The Karen Office for Relief and Development report that SPDC launched heavy artillery attack on Tha Dah Der village, near KNLA’s 5th brigade headquarters in Papun Township, on July 23. Over 500 civilians fled to the surrounding forests, and SPDC foot patrols subsequently burnt all the houses, a school and a church as well as laying landmines to deter villagers from returning. In a separate development south of Myawaddy, relations between DKBA and SPDC deteriorated when DKBA Brigadier Na Kham Mwe refused to meet with SPDC’s Lt. Gen. Ye Myint. While DKBA’s brigade north of Myawaddy has already transformed into a Border Guard Force, this southern brigade has opposed the order. This led to over 600 villagers fleeing into Pop Phra district of Tak Province in Thailand on July 25 as a precautionary movement rather than waiting for fighting to resume.

Mon Areas – The Human Rights Foundation of Monland reports that residents in areas surrounding Pauk Pin Kwin village in northern Yebyu Township were forcibly relocated into the middle of the village during the first week of July. This follows an intensification of travel restrictions and orders for village leaders to conscript militia forces since the New Mon State Party refused to transform into a Border Guard Force in April.
